The CMOS Si570 devices I have been sending out have C in the part number after 
570.  Looking with a scope at the OE pin, pin 2, of the device I see the pin 
pulled to the 3.3 volt level so it seems the device is continuously enabled.

  Active High OE is with B or C after the 570 in the part number.
