He's big, & responsible enough to have a big enough bike. A small bike wont
learn ya up anymore than one you can keep for years. Just my opinion but I
think he should stay at or above 600cc  There are sooo many decent used
bikes out there for around $2500.00
On a biased note
 One of the most reliable used bikes I have ever seen/heard about is the old
CB line SOHC Honda's. No wrenching when all's good. Once I built mine I
havent had to do anything you wouldn't have to do to a new bike. Very
dependable, and, if all intact quite suitable for a beginner.
 CBX500? nice little bike. A friend,, a beginner rider,, female,  started on
that bike this year and she is trying to move up allready.
Everywhere I go I see broken CX500s. (the sideways V twin) Dont take my word
for it, It maybe just a fluke.
If we're talkin new don't overlook the new cruisers as opposed to the
rockets.  How bout
Honda 750 Spirit .. He will love it,, graduate later to a VTX or ? and then
she can have the Spirit.
Lots of choices out there, I just went through it too,, Allmost bought the
CB919.

Suzuki SV650 . (voted best standard bike of 2002)
