It's not in section 1 on my machine (Solaris 9).
$ man setcolor

FMLI Commands setcolor(1F)
NAME
setcolor - redefine or create a color
It's in section 1f, which is completely different. These are FMLI
commands, not general unix utilities as are in 1 and 1m.
