Unless your version is different from the one's I've looked at, the
manpage is *not* for a user command (like /usr/bin/ls).  It is for a
command within FMLI (which has it's own man page).

You originally said that the command was in the "User commands" section,
but it's not.  Compare the first line with that of 'ls'.

User Commands                                               ls(1)
FMLI Commands                                        setcolor(1F)

Yes it is.  It's just not a user command.

I don't see why.

Can you describe what you expect the 'setcolor' command to do?  The man
page is talking about redefining a name for a particular color,
something that doesn't seem useful as a standalone utility.
