More of the solution. If you access localhost:8983/solr it will now show the 
cores list (those that loaded) rather than the default cores errors (if it 
didn't load).

That takes care of most of the core path handling from what I can see - trying 
to access cores that don't exist gives 404 - trying to access cores that 
couldn't load shows the error, trying to access anything that should work, 
should work. Accessing /solr shows the core list.

The open points remain.
