I also like to look at the downside of the specific user confusion.
Their first reaction could be "3.1, what the heck is that about"!   Of
course, looking at the README or CHANGES or the release announcement,
or at pretty much anything would immediately give them the answer.

Look at what happens when other software packages do a big jump in
their versioning... the reaction is sometimes "that's silly" or "ah,
the marketing department", because there's no apparent reason for it.
At least here there is a reason.
