If I’m not mistaken Hunspell supports Icelandic (see here: https://cgit.freedesktop.org/libreoffice/dictionaries/tree/is <https://cgit.freedesktop.org/libreoffice/dictionaries/tree/is>) and Lucene HunspellStemFilter should be able to use these dictionaries.
