Changed my assumption (kilobits vs kilobytes) and tried again... This time uploads were successfully limited to about 8K/s, but this remained regardless of the bandwidth settings for the rule. And no-one else could access the internet reliably. Went to DSL reports and saw... 641k down, 61k up.
