area of Juba”

*JUBA, 08 July 2016 [Gurtong]*- The United Nations Mission in South Sudan
(UNMISS) and the Joint Monitoring and Evaluation Commission (JMEC) today
condemned in the strongest terms the revival of violence in the country,
which has resulted in numerous civilian casualties and injuries over the
course of the week in Juba, Wau and Bentiu.

In a press release, UNMISS and the monitoring body, JMEC reiterates calls
on all parties to put an end to the on-going fighting and refrain from
inflicting further violence against innocent civilians.

The peace keeping mission, the UNMISS and the monitoring body urges the
parties to engage in dialogue to ensure the implementation of the peace
agreement in letter and spirit.

“We equally deplore the indiscriminate shooting attack on a senior United
Nations agency official that took place yesterday evening in the Tomping
area of Juba” said UNMISS.

The UN Mission stressed that, such an act constitutes a grave violation of
the Status of Forces Agreement (SOFA) between the Government of the
Republic of South Sudan and the United Nations.

Ellen Margrethe Loej, The Special Representative of the Secretary General
(SRSG) and Head of UNMISS urges all parties "on the eve of South Sudan's
Fifth Anniversary of Independence to cease from engaging in violence and to
focus on the implementation of the peace agreement for the benefit of all
the people of South Sudan."

UNMISS calls on the authorities to investigate the incident and bring the
perpetrators to account.

She said the UN and the international community are here to assist the
people of South Sudan on their road to peace, and under no uncertain terms
should its installation/premises or personnel be subjected to targeting nor
violence.

Loej says, the United Nation remains resolved in fulfilling its mission in
South Sudan and supporting the implementation of the Peace Agreement for a
peaceful and prosperous country.

The secretariat of Joint Monitoring and Evaluation Commission (JMEC) in a
separate statement release today also expressed deep concern by recent
episodes of fighting in many parts of the country.

“As the organization mandated to monitor and evaluate the Agreement on the
Resolution of the Conflict in the Republic of South Sudan (ARCISS), the
Commission deems such conflict could be in flagrant violation of the
permanent ceasefire agreement” said JMEC.

“These incidents continue to entail significant loss of innocent lives and
destruction of property. Recent reports indicate that in Wau, more than 40
people have died and approximately 90,000 people have been displaced - out
of which an estimated 12,000 are currently under the protection of UNMISS.
Another 60,000 of the displaced are sheltered at various sites, including
schools and churches” said the monitoring body.

JMEC further said, in the same manner, the security situation in Juba is
deteriorating. Reports of shooting at various sites, targeting innocent
citizens and some members of the international community present in Juba to
support the people and government of South Sudan in their pursuit to
restore peace and stability in the country are also worrisome.

“It is high time to train and deploy the Joint Integrated Police to assume
the full responsibility for security in Juba. The full operationalization
of Joint Integrated Police (JIP) and Joint Operation Centre (JOC) should be
addressed as a matter of priority” said JMEC.

The Monitoring body urges the Transitional Government of National Unity
(TGoNU) to do its utmost to reduce the number of incidents across the
country that are contributing to an environment of instability, violence
and impeding citizens from leading normal and peaceful lives.

Meanwhile, President Salva Kiir Mayardit and First Vice President Dr. Riek
Machar Teny at around 8:50 pm are said to have talked on phone and agreed
to appeal for calm and ordered the Generals from both sides to stop this
incident.
