That has nothing to do with the above.

The speex _format_, as in https://speex.org/,
is not supported by SoX at all.

Ah, opus is the only format that "configure/Optional formats" doesn't include when building with all Debian build dependencies installed, along with Optional libraries/vo-amrwbenc whatever that might be.

The speexdsp _effect_ is a completely separate thing,
is not a audio file format
