Ah, opus is the only format that "configure/Optional formats" doesn't include when building with all Debian build dependencies installed, along with Optional libraries/vo-amrwbenc whatever that might be.its own webapge says to use opus instead (which SoX supports).
The speexdsp _effect_ is a completely separate thing, is not a audio file format
