You make someone an XO and they think they can walk all over you..." (resp?) She got back to work, this time checking their budget against those they needed to get rid of. There were some that she would have to find money for; they were so detrimental to the mission of Spec Ops and Starfleet in general that they had to be gotten rid of permanently. Others they could try to rehabilitate.
