Jora bowed her head to excuse her Chief of Staff.  She knew where he was off to... 
meeting with other officers to plead the same case.

"You have a good officerrr therrre," commented Kitanya, looking after him.  "Forrrtune 
favorrrs the leaderrr who surrounds herrrself with such people."

"Well, no, not to begin with.  I inherrrited people, with the condition I make no 
changes immediately.  Some werrre bad, and some werrre not bad, but ill-suited to the 
positions they werrre in.  The chief of staff was a good officerrr, but not a good 
chief of staff, and an excellent officerrr was placed in a position wherrre he had no 
powerrr and no ability to be effective.  Those things have rrrecently changed, 
forrrtunately, so once things calm down overrr the changes, I feel we'll be a much 
strrrongerr deparrrtment.  I made it clearrr to everrryone that changes would come, 
and they knew that.  Everrry new CO makes changes in staff.  And I rrrefuse to allow 
SpecOps to be the laughingstock of the fleet anymorrre, so those who thought they 
could skate by werrre on notice."
