She paused to consider Melora Damesh. Cardassians were an intelligent race with a rich history and culture. However, they were also very cunning. It was possible Melora was involved, but she doubted it somehow. Whoever had incarcerated Dulath, they had undoubtedly covered their tracks well enough that someone this close to the Council wouldn't know.
"All those opposed," continued the Chair of the Council as she eyed the Cardassian.
"The Cardassian Union opposes the proposal," responded Melora in a simple statement. She refused to look at the other members as she awaited their responses.
Watson almost expected this but he asked in a dumbfounded voice, "Why would that be Ambassador?"
Melora eyed the human with disgust. "I do not see the reason why I must explain my vote, Ambassador," she responded.
"I believe that it would be useful to understand your point of view," responded Rilg. "We do not want to appeared to be attacking you or your government."
Melora was surprised by the comment. At the same time, she was also ruing how much she had underestimated the Ferengi. She had not expected him to be a major player on any mission, never mind this one. "I opposed the motion because my government has responded to this body's concerns. Golan Dulath is a citizen of the Cardassian Union. He has not been killed by his government, and I object to the undue criticism posed to us by this body into the internal affairs and welfare of the Cardassian Union and its citizens."
"You have got to be joking," replied Valtris with a sarcastic laugh. "We are not talking about political policy here. We are trying to determine whether you are holding the founder of this body as a political prisoner. That is not an internal policy problem. That is an individual rights problem."
