The Tellarite continued.  "Whoever was doing the shooting was good.  The 
targets they hit were too coordinated to be otherwise.  They knew what they 
needed to hit, and hit them on target.  It was too perfect to be random luck."

Harrison picked up where his partner stopped.  "The energy weapons were higher 
quality than is normally found on a civilian ship, which is what she appeared 
to be.  They were not standard-issue Starfleet phasers, but the energy 
signature was close.  I would suggest that someone who knows our weapons well 
was the person who built them.  They were either bought onthe black market or 
were built by someone in the organization that made the attack."
