Trying to intercede on her behalf would be disempowering, and he would not do that.  She would want to accept her punishement and be done with it.  And he respected Sam's authority too much to try and intervene there anyway.
 
Which left him with.... well, first, wishing he could be confined to quarters with her.  But he had already accepted this assignment, and to not take it now would be, well, wrong.  Carrhae would be the first to tell him that.
 
He looked back to Sam.  "Who would you recommend?" he asked simply.
 
"How about Bedru, Renaud, Kitanya, or Harmin?  You can even have two..."
 
He stroked at his lip for a moment longer.  "Kit," he said, "if she's willing.  What do you want us to do to bring these bastards out?"
 
"Whatever it takes.  Be creative.  Due to the sensative, diplomatic and political nature of the conference, security will need to be relatively low.  To help grab the interest, take Admiral Bedru with you.  I will be taking care of your transportation."
