> "Good afternoon sir. I've gone through this a few times with your
>predessor. Do you have any last questions before we head in?"

>"Captain...no, I've prepared as best I can. Any idea who on the Council is
>on our side and who is not?"

>"Yes, sir. None of them. They are on their own side, each protecting
>their own interests. The Vulcan want reforms and tighter management. The
>Tellerite will oppose everything the Vulcan proposes simply because he
>doesn't like the Vulcan Ambassador. The others don't care what you do just
>as long as their programs are protected. That said, sir, because you are
>new the Vulcan Ambassador will give you a chance to make your mistakes, but
>if you're not serious enough they will crucify you. The others will do it
>for sport if they are in the mood.", he answered.

>"So we've got two stubborn races going against each other-nothing new. I
>just have to find a happy medium for them both. Concessions to both and
from
>both could go a long way."

>"If you can get them, sir. Anyway, the session will start in a few
moments. There will be a bit of hurry >up and wait, then they will settle
in. Then you will be sworn in. From there, enjoy the ride, sir."

"Joy upon joys Captain-politics at its finest. Thank you Captain."

Lorin tried to slow his breathing, he was a tad anxious.

Lorin entered the hearing room, one of several rooms the the Federation Council
had at it's disposal. Inside the room Lorin saw what could be a nerve
wracking sight. A lone table with a pitcher of water and a few glasses in
front of where the Starfleet Oversight Committee would be seated. The room had
the air of a court martial or the room at the Academy where oral exams were
taken, and many a cadet faced the annual grilling of a panel of veteran
officers. It was quite imposing.... {OOC: think committee hearings in
Congress, or your local government hearing room}

However, the room was not empty. There were a few aides making the final
preparations, and trio of Ambassadors chatting behind the position where the
entire committee would be seated.

{thoughts}

Within a few moments, the Chair and the rest of the committee arrived, and took
their seats. The meeting was about to begin.

As the meeting was called to order, the Chair spoke.

"Good afternoon, the Starfleet Oversight Committee of the Federation Council is
now in session. For the record all members are present. The purpose of this
session is to discuss delevopments and the current status of R&D efforts within
Starfleet. Admiral Lorin Renaud has been too kind to come and answer our
questions. Master at Arms, please swear in the witness."

A Chief Petty Officer approached and swore Lorin in after having him state his
name and rank for the record. He was now under oath.

"Admiral Renaud, do you wish to make an openning statement at this time?",
asked the Chair.

{OOC: the Chair is the Andorian Ambassador. The others on the committee are
the Vulan, Tellerite, Terran, Trill, Deltan, and Rigel IV (Orion) Ambassadors.
