>The Terran Ambassador piped up, "If I may, Ambassador Sharez, please
>clarify for us Admiral. Are you saying that you need to have a safty
officer
>per project or per facility?"

>T'Sar would have asked the same of the Admiral, but the Terran
>Ambassador was a little faster to respond. She was curious to see where
this was
>going.

>"If I am allowed to combine some of the duplicated projects and reduce
>the number of extra facilities we are currently running, Ambassador-I
>could work with one Safety Officer per Facility. This should also have the
added
>benefit of reducing costs."

>Sharez leaned forward. "I believe that my learned colleague from Earth
>was hoping you might start providing us with the details of the programs
>you would like to merge, Admiral Renaud."

>"I am referring to the projects code named Fish and O'Brien's Gift. They
>both deal with weaponry and delivery of such weaponry. I truly believe
>that combining the work done on both programs in multiple facilities to 1
>major location-we could make major progress on both aspects. The shared
>knowledge could be tremendously productive."

>Sharez nodded. "Do you have a suggestion as to where such an
>installation could be located?" It was clear that Sharez was open to
>this possibility since Andor hosted a number of Federation weapons
>research facilities.

>The Tellarite banged his fist down on the table to bring the attention
>of all those in the conference room to himself. "I would also like to
>know what requirements such a facility would need for a location and
>accessability to materials."

He looked at the Tellarite and then to Sharez, "Naming a new location
immediately would not be feasible as I haven't had confirmation from the
Council as to whether I can indeed combine these projects. If my proposal to
do so is approved then I will institute an immediate Inventory and Needs
Assessment study of both projects. Then whichever representatives are
interested in the project will have the opportunity to bid on it and the
higher bid (in terms of resources) will win if all security needs are met."
