Lorin kept his voice steady and didn't fall into Sharez's bait, "If another
world can offer a location with better resources then why should they not be
considered? Of course current locations will be considered. This is all
about making R&D more efficient and beneficial for all. I am sure we can
come to a compromise on this situation."
T'Sar raised a hand with a stella in it to draw attention to herself.
"Admiral, it seems that you have the best interests of Federation security
at heart. What requirements would the desired facility have?"
Lorin nodded. Hopefully he scored a point with T'Sar.
"My requirements will be project-specific. I request more funding for the
combined project than the two have individually now. This will allow for
more general resources and more personnel and- I believe- more progress."
T'Sar continued her line of questions. "Perhaps you could provide us with
some information about the two projects you are hoping to merge and tell us
how this would improve the work of those involved."
Lorin stood, "If I may refer you to your desk terminals please." He hit a
button on his PADD and up came a 3 graphs. The two side-by-side on the top
showed the lack of progress and wasted funds from the previous state of R&D.
It was significant and should distress anyone.
Then he brought up the third graph of expected results and there was no
disputing the intended results with the current data. It was a dramatic
increase in results and savings in revenue-both well over 150% of current
standards.

Sharez looked down at his console and was impressed. If the data proved
true the results of this merger would prove to be quite beneficial. Where
the funding for the budget increases proposed in the plan would come from
would be the biggest challenge. "This information is quite impressive.
perhaps, you could bring us up to speed about the current status of these
two projects."
Brak was not quite as thrilled by the statistics presented by Admiral
Renaud. It was not so much that they were not impressive. He just had
questions as to the accuracy of the presentation. He had a feeling that
they were a bit exaggerated. He said nothing about it at the time since the
answer to Sharez's question could provide him with some helpful information.
T'Sar was pleased with the results. It was clear that Admrial Renaud had
come prepared for questions. She wanted to hear more details about these
plans of his and how they would improve the work, but she was open to the
possibilities.
