"Well we went over all the details of the individual programs. I told them I
wanted to merge several programs. They all want the locations to be on their
homeworlds and want me to send them specifications for any new facilities.
It was also recommended I use security-cleared civilians to shore up our
research ranks. I said I would accept some, but not a majority and not all."

"I also brought up transferring medical research to Starfleet Medical. They
were upset I hadn't approached Dr. Brennan first and they plan to subpoena
him as well."

the discussion)
