wanted to merge several programs. They all want the locations to be on their
homeworlds and want me to send them specifications for any new facilities.
It was also recommended I use security-cleared civilians to shore up our
research ranks. I said I would accept some, but not a majority and not all."
"It's not a bad idea to add civilians to the mix. The goal of R&D is to
discover new technologies and to improve those that we already have. Limiting
the pool of talented minds to Starfleet Personnel is not logical. Draw up a
plan to add civilians to R&D. Scientists and administrative personnel only for
the moment. To help diffuse the problem of where to put the research
facilities, I would suggest that you identify those facilities that we
currently have and operate that can handle more work or be easily expanded.
That way you will need find fewer new facilities."
"I also brought up transferring medical research to Starfleet Medical. They
were upset I hadn't approached Dr. Brennan first and they plan to subpoena
him as well."
