responsibility? the council invited the ramesar. it's their thing, not hers.
she is only the ex officio participant, too. all i'm planning for her
to do is
to show up and represent star fleet. somebody on the council needs to
step up.

It took only moments for the Aqualish Embassy to reply with word that the
Assistant Plantoc would be >joining the reception and offered whatever
assistance the Admiral needed in arranging the reception.
The Cardassian Embassy replied with a brief note that a representative would
be sent.
The Federation Embassy responded with a note that a Representative would be
sent.
The Klingons responded with a handwritten note penned by its cultural
liaison Koomah. He would be representing them at the reception in the stead
of Valtris.
