He had also not been at the meeting when the Council reviewed the request by the Ramesar to join. There must have been some reason to do so, but he did not know the specifics. That did not mean that he would not try and answer the question. "I believe that the application is fairly simple. The primary need is to establish that the representative is sent by the legal government ruling over the citizens of the applicant.
