This was not a question that Dai'Cou had hoped would come up.  >From his understanding of things, no one had ever been questioned in their request to join the Council.  He had also not been at the meeting when the Council reviewed the request by the Ramesar to join.  There must have been some reason to do so, but he did not know the specifics.  That did not mean that he would not try and answer the question.  "I believe that the application is fairly simple.  The primary need is to establish that the representative is sent by the legal government ruling over the citizens of the applicant.  There are some other small details involved, but it is more a formality than anything else."
