"Most of us double as the official representatives for our government here on Earth, but you may find that you will still have to open embassies elsewhere at some point. The members of the Council may be important to their governments but they cannot be the sole voice of their government since they are not the ruling body." "Perhaps. What is entailed in the application process for the Council?" Marconis answered his Aqualish host. This was not a question that Dai'Cou had hoped would come up. From his understanding of things, no one had ever been questioned in their request to join the Council. He had also not been at the meeting when the Council reviewed the request by the Ramesar to join. There must have been some reason to do so, but he did not know the specifics. That did not mean that he would not try and answer the question. "I believe that the application is fairly simple. The primary need is to establish that the representative is sent by the legal government ruling over the citizens of the applicant. There are some other small details involved, but it is more a formality than anything else." "The application is not meant to make the Council a group of elite members. The Council's goal is to create ties between members to prevent warfare. Enlarging membership is in the best interest of all involved," added Koomah. "How many applications has the Council received since it's formation, and how many of them have been approved?" It was clear by the questioning that Marconis was very much interested in the application and it's formal process. It was a question that Caimlyn had expected, but not one that he had been looking forward to answering. There was really no easy way to respond. "Almost everyone currently on the Council are founding members. As a result, the application process was being finalized. The Ramesar are the first to go through the process." (Marconis?)
