Thank you. I have updated it to only be set in /etc/rhn/rhn.conf. Does anyone have any suggestion on how to troubleshoot iss mis-configurations? I found some notation in the log /var/log/rhn/rhn_server_satellite.log but nothing the output didnt already give me. Is there another log that would be more helpful?
Does anyone have this functionality working in 1.1?

You should modify only /etc/rhn/rhn.conf. Values from /etc/rhn/rhn.conf
overrides those in /etc/rhn/default/*.
Additionally files in /etc/rhn/default/* are overwritten during package
upgrade, while /etc/rhn/rhn.conf is not changed during upgrade.
