I think the issue is that to be a committer you need a CLA, so for
people who are putting in (potentially) a lot of code/rules they should
probably be treated as a committer even if they don't have the access.
Just a CYA maneuver.

It's on the Bugzilla page ...  You need an account to open tickets/etc,
and to login you get presented a page which specifies the terms for 2.6x
and before, and 2.7x and later.
