I suggest that if

  (a) the code is going into the 3.0.0 branch and

  (b) the submitter has said in a public forum (such as this list or the
  bugzilla) that they have already faxed/sent in the CLA,

that's good enough -- since 3.0.0 is under ASL2, and that already
has the implicit CLA clause.
