That's up to you. system-wide or user-specific depends on how you want to
use it.

b) to provide emails against which we can test new custom rules we

c) to provide emails against which new rules created by the devs can be
run, to assist with the setting of scores for those rules.

Some email programs want specific header emails at the top of their
folders. This is one way of providing one such initial header email.
