The description of that test is in 20_head_tests.cf, and reads:
describe MSGID_FROM_MTA_SHORT  Message-Id was added by a relay

If the message ID is being added by a relay, then your mail client probably 
isn't adding one.  I find that odd, because every good mail client I've run 
in to adds a msgid when it generates the e-mail.
