I should have remembered when I read your post that the three-level test point test.surbl.org usually won't work since most of the clients try to reduce domains down to their registered domains. So a message containing a URI with the fake two-level domain "surbl-org-permanent-test-point.com" should trigger a SURBL rule. Jeff C.
