I actually commented in that thread even though I had mod points, search for Jibber.

Most RBL's recommend you rsync or otherwise make a mirror of their RBL's if you are processing more than 250K requests a day. I'd say as low as 100K myself.

Anytime you mirror the RBL's locally, you will see a time improvement on processing.
