The limit is for all traffic, local and international, but only international traffic gets capped after a total of 3GB traffic has been generated. So for a mailserver alone the 3GB limit is irrelevant because we use the ISP DNS server, and relay through the ISP's SMTP (a lot of mailservers bounce mail from dynamic IPs, so we have to relay). But like I said, unfortunately in most cases the ADSL is the only connection and it is used for a variety of things, so even cutting down on local traffic would help.
