Title: Message
I'm assuming that USER1, USER2, and USER3 all have their incoming messages scanned by SA.  Correct?  If that is the case, then I guess it really depends on what the bounce is due to.  Anything in the mail logs to indicate why it bounced?

I don't think the score has anything to do with it since the same message is sent to USER1, USER2, and USER3.
USER3 is the only one getting bounced. I have the list server in the whitelist, but sometimes the users send emails,
like we do here. I've recently added a TO that-user-group with a score of -200 which should help.
Could it have something to do with her mailbox since she's the only one?

My director and several other staff members belong to a government users's group. The group sends emails using a list server and everyone always gets their mail except for my director. Periodically her messages are bounced back to ther list server and she is put in an "on hold" status. I do not wish to have any emails bounced back for whatever reason. Can someone give me a suggestion as to what I should do?

Maybe I'm dense, but I don't see any indication of why this relates to Spamassassin?

OK.  So, you're saying that MailScanner is occasionally rejecting messages based on that message's SA score.  Do you have any copies of the offending messages?  Another option, assuming you trust the particular list is to WHITELIST_FROM or WHITELIST_FROM_RCVD all messages from that list.
 
Unfortunately, I don't use MailScanner, so I cannot help you with how to go about implementing this specifically.  Though, I'm sure someone on the list can.
