OK, I have confirmed that eventhough the test does not work, I have just
seen 
that a real spam e-mail was caught.  I see in the resultant message:

 1.0 URIBL_SBL              Contains a URL listed in the SBL blocklist
                            [URIs: justonepill.biz]
 1.0 URIBL_WS_SURBL         Contains a URL listed in the WS SURBL blocklist
                            [URIs: justonepill.biz]
 4.0 URIBL_SC_SURBL         Contains a URL listed in the SC SURBL blocklist
