Again -- I did a manual HTTP GET from another machine and indeed, there is
no more Last-Modified header, see below my sig... Perhaps this is why we
keep hitting the "502 Rate limiting in effect" error -- clients continually
downloading all rules, getting themselves locked out in the process... It
may not necessarily be a problem with the rate limiting in-and-of-itself.

The rate-limit/http-blacklist is an understandable necessity, but "a few
hours" added to the "continuing to re-request... will further increase the
amount of time" is a little harsh nonetheless. I have several machines with
alot of fsck'ed rules. Luckily, I have a spot that I only update manually
and have some older copies of the rules that I use...
