        Yes, TUCOWS started and still operates OpenSRS.  OpenSRS is a
        domain registrar, not a hosting company; all they know about
        the user of a domain is the info in WHOIS and maybe a credit
        card number.  

        ICANN, which oversees all registrars, doesn't have a policy 
        against spam, and it's unclear whether registrars are allowed 
        to turn off domain names when the domain is used in spam.  Some 
        registrars do it anyway, but most don't because they think the
        ICANN rules don't allow it, or they're not sure.

        Personally, I'm in the "not sure" camp -- so I'd like to see
        ICANN make this (and a lot of other things) clearer, preferrably
        after a period of public comment and debate.
