that's a possibility... it's also possible that they don't want to be
contacted because they've already dealt with the issue, or because there's
nothing they can do about it...
if a spammer mentions an innocent third party, then that party will probably
end up with spamcop reports... they may or may not want to know about the
issue initially... but if there's nothing they can do to actually stop the
spam immediately, there's no point in them getting thousands more reports
over the course of a few days...
