Right, I understand the problem..

I now made a solution with entries in qmails badmailfrom, we
use a qmail version with these additions and this does the job
for a handful senders. The solution you described with this filter
level trick seems interesting, may be this can be used if the
amount of entries that has to be special handled grows. Thanks
for this tip.
