I repeated the process. I double clicked on the pref pane to install it. System Prefs was opened, I was asked if I wanted to install, I said, Yes, Local. Clicked on Spanning Sync, and System Prefs hung opening Spanning Sync. Waited a few minutes, force quit Spanning Sync.
This time, after relaunching System Prefs, Spanning Sync opened fine (as user System Pref). I uninstalled, and reinstalled, and this time could not replicate any problems. I looked in Console for Spanning Sync messages, and the only ones I could find came from the Uninstaller (not able to find some default). However, as I was reading thru Console messages I see other messages that make me worried. I wonder if I should have done a clean install of Snow Leopard. I don't really have the time right now to do it, but since other things are also not working on my computer (Acrobat, for one) maybe there are other problems on my computer.
