Just an update for posterity: Byron investigated my troubleshooting
report, and found the problem. iCal was not configured to have a
timezone set for each calendar.

Here are the steps he provided.

You need to make sure that all these things have the correct time zone
setting:
* Your Mac (System Preferences > Date & Time > Time Zone)
* Each iCal Calendar (If iCal > Preferences > Advanced > Time zone
support is turned on, then in the calendar view check the setting
above the search box in the upper-right corner of the window)
* Your Google Calendar settings (Google Calendar > Settings > Your
current time zone)
* Each Google calendar (Google Calendar > Settings > Calendars >
(calendar name) > Calendar Time Zone)
* Each device that you sync with (phones/iPods)
