Hey Zac, We are running X!Tandem on a 2 Quadcore CPU server, not under Windows 7, however, but under Ubuntu server 64 bit. We used the spectrum threads command from X! tandem to increase the number of threads to 8 (http://www.thegpm.org/TANDEM/api/st.html). This allowed full use of all 8 cores. Maybe you should give it a try with a small file. Don't set it higher than 4 though, this will slow down searches on your Quadcore.
