The vendor DLLs are always x86 so the x86_64 builds are just to show that we can build the non-vendor stuff that way.

Last week we actually got the license for the new Waters API sorted out but we don't have a compliant download mechanism yet. When we have a mechanism where users agree to the license before downloading we will release a version with the new API.

So to answer your question, yes you still need MassLynx for the immediate future. The actual requirement is that DACServer.dll is registered (via regsvr32) and its native DLL dependencies are available. If you have MassLynx installed, that will already be the case.
