Thanks for your advice. I have tried to follow it.

a) My httpd.conf file did not have the lines:

SetEnv WEBSERVER_ROOT C:/Inetpub/wwwroot
SetEnv WEBSERVER_URL http://<yourhost>:<yourport>

I added them using localhost:80. I got the same error. I rebooted and the 
changes were gone.

b) Here is the path from my environment variables:
