When I first installed TPP 4.6 fresh onto a fresh install of Win7 64 bit 
enterprise I had a similar observation.  Double click the Petunia shortcut 
opened the default browser to a blank page.  If I then opened a tab the login 
page for TPP would load in on the first tab that seemed to have stalled.  This 
was using Chrome.  I can't recall if the same thing happened with Firefox.

I think, but am not certain, I set the server name in the Apache config file to 
be "localhost"  and that may have solved the problem.  Sorry I can't be more 
certain, once I got it working I moved on..
