Path looks OK... I am not sure if it will help... please send your httpd.conf file
a) Create any test text file under "C:\Inetpub\tpp-bin" and try http://*<yourhost>*:*<port>*/tpp-bin/*<yourtextfile.txt>* b) try changing port from 80 to 81... in httpd.conf TPP settings and search "#Listen.."
