Thank you for your help David, I ended up fixing it by doing a clean install of ActivePerl 5.18.2 and TPP 4.7.0. I also changed the Admin address for Apache during the installation, just in case it made a difference. Either way, after the clean install X!Tandem seems to work fine. I have a feeling it had something to do with conflicting versions of ActivePerl on this computer.
