This seems like an installation issue. Do you have a version of Perl installed on your system? As of 5.0, TPP ships with its own Perl language for easy installation, but it may clash if Perl already exists on your system. The easiest solution is to remove/uninstall Perl (if you do not need it, of course), and try running TPP again.
