Thanks for the feedback. Yes I agree numbering should be applied to all
levels, I'll probably save that until later so we're not having to
constantly update it as we iterate on the specification. Or, more
likely, I'll write a tool to add or update the numbering :).

Minor comment, looking at the Base Profile example: I expect it'll be
useful to ensure that each of the metadata elements (e.g. SPDX
Version, etc.) has its own outline sub-number, for ease of reference.
