Definitely helped stopping and starting the BrightTiger services.
I would not have thought of that one because I didn't set this up into a
cluster, although I did install the clustering stuff with 4.5.1 (it hadn't been
on there before).
Now all the requests (for images, etc) are coming in at once according to
PerfMon -- what an odd behavior. I wonder if Allaire has this as a bug (although
I'm not sure how to tell them to replicate it).
Thanks for your help on this -- saved me a bunch of time!

I have found several ways to get around / solve this issue. A bloated
application.log could be the case; also stop and restart the BrightTiger IP
service - for some reason it can cause a lag (don't know why? but it does.)
