Yeah, makes sense.

the working directories I was referring to are also the web directories (and the
Handler and CustomTag directories) -- they just live on the central server
everyone is developing on.

For a small group physically close together it worked pretty well for us.

The problem that can develop (which I think Charles might refers to in his
piece) is that one guy can screw up the working site for everyone. Say someone
is working on the application.cfm file and breaks it -- all the other developers
will not be able to test their code.

Of course if you're close enough to the guy who broke it, a quick boot to the
head often rectifies the situation pretty fast.

I do it a bit simpler, although I work by myself. My 'working' directories
are the exact same as the web directories. I don't use a second web server
at all.
