Are the SQL Server and Allaire Spectra running on the same machine?
In that case you will have a problem when the Siteminder services are
started before SQL server. You can force Siteminder to wait for
MSSQLServer by inserting some carefully crafted registry values.

- Start regedt32 (not regedit; this does not work)
- go to HLKM/System/CurrentControlSet/Services/SmServAuth
- create a new REG_MULTI_SZ value called "DependOnService"; populate the 
  value with "MSSQLServer"
- do a similar thing for HKLM/System/CurrentControlSet/Services/SmServAz
- reboot (brute force method; there may be a nicer way to get NT to
  refresh the service dependencies but I haven't time to look for one)
